About MCA

The Government of Malawi signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programs targeted at reducing poverty and stimulating economic growth. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investing in people. An Accountable Entity called the Millennium Challenge Account-Malawi II (“MCA-Malawi II”) has been created and designated by the Government of Malawi to implement the Compact.

Malawi compact

The Compact consists of three projects, namely;

  1. The Accelerated Growth Corridors Project (AGC) will focus on reducing transport costs in targeted rural areas. Under the AGC Project, the Road Corridor Improvement (RCI) Activity will target investment in physical upgrades and improvements across different classes of roads within four selected Accelerated Growth Corridors (AGCs) to improve rural access by addressing road conditions and reducing transport costs. The Policy and Institutional Reform and Capacity Building (PIR) Activity will focus on assisting the Government to address policy, legislative, institutional, and funding issues to ensure that road transport in AGC areas is well-maintained and managed.
  2. The Increased Land Productivity Project will focus on improving land services, strengthening conditions for increased investment in land and better-functioning land markets through two main activities: the Land Administration Resourcing and Institutions Activity – which will support development, adoption, and implementation of reforms to expand national land-based revenues and address institutional change – and the City Council Land-Based Revenue Modernization Activity, which will expand coverage and collection of land-based revenues, to increase resources for key services and increase investment in land and finally.
  3. The American Catalyst Facility for Development Project will focus on facilitating U.S. International Development Finance Corporation (DFC) investment in Malawi to catalyze increased private investment consistent with Compact objectives and increase the scale and impact of the Compact.

Manager, Information Technology

Position Objective

The Information Technology (IT) Manager, reporting to the Director of Administration and Finance, is responsible for providing technical leadership, direction and support to staff and leading a small team of IT Technicians in the design, installation and maintainenace of the necessary IT infrastructure to support business applications and IT communications requirements of the offices of the MCA-Malawi II. The IT Manager will lead the implementation of an IT infrastructure and train a small team to support and maintain the system. This involves applying technical expertise and coordination with technology and service providers for the installation, implementation and maintenance of MCA-Malawi II's infrastructure and business applications for the duration of the Compact, including the administration and security of the MCA MIS, SAP and installation of servers, backup services and software support.

Primary Responsibilities

  • Lead in the development and implementation of Information Technology network and Management Information System (MIS), including the development of Policy and Strategy to ensure a secure and stable Information Technology Network and Systems for MCA-Malawi II’s operations for the life of the Compact.
  • Lead IT technicians (eg Administrators and Systems Analysts) who will provide daily administrative and customer support for MCA- Malawi II computer systems.
  • Support in the development and implementation of MIS policy and controls.
  • Support the development and implementation of Information Technology (and MIS) based on functional requirements, and management of assigned IT projects to optimally align IT infrastructure with current needs and future.
  • Manage procurement efforts for systems and services, to integrate requirements definition, procurement assessments, and supplier coordination.
  • Ensure the integrity of MCA-Malawi II computer systems and security measures on network infrastructure and data storage.
  • Monitor IT systems and infrastructure and develop management indicators for continuous improvement of the IT environment.
  • Recruit, manage, motivate and develop IT staff.
  • Develop and update relevant system documentation, which may involve business continuity plan, data backup plan, disaster recovery plan, project schedule, MIS infrastructure, and training plans.
  • Develop and update the annual IT budget and work plans.
  • Coordinate the development and updates of the content of the MCA- Malawi II Website.
  • Develop and coordinate the implementation of the MCA-Malawi II electronic filing and archive system.

Required Competencies

  • Bachelors Degree in Computer Science, Information Systems, Information Technology or any other related field.
  • A minimum of eight (8) years of relevant experience in the planning, design, development, implementation and maintenance of computer information systems, including websites, web-based applications, database design and administration, LAN and WAN design and management, and project management.
  • Proven experience and ability in managing IT personnel and contractor resources.
  • Demonstrated experience in cloud-based technology (example Google applications).
  • Demonstrated ability to manage a variety of tasks with minimal supervision.
  • Demonstrated experience in the engineering, design and management of central data infrastructure, network infrastructure (Cisco switches and routers), firewall administration (e.g., Palo Alto), backup (ex: Acronis), storage (ex: Nimble / HPE), servers (example: Windows and VMWare), anti-viruses (example: Sophos), Windows Desktop OS (example: Windows 7), and Microsoft Office.
  • Demonstrated experience in operations automation applications (example: SAP) and Microsoft databases (example: SQL Server).
  • Experience with Polycom, Cisco/Tandberg or other similar videoconferencing equipment.
  • Experience with QoS and its relation to videoconferencing.
  • Good knowledge of web streaming applications (example: ZOOM, Cisco Webex, Skype, etc.).
  • Ability to dismantle and configure the system from one office to another.
  • Strong interpersonal skills and the ability to establish and maintain effective working relationships with people from different backgrounds.
  • Demonstrate from previous experience the ability to work with little supervision, and to work as a member of a team, including collaborating effectively with peers and working within departments or divisions.
  • Strong organizational and analytical skills.
  • An experienced and dynamic leader with a proven track record of effective team management, ethics and results-oriented leadership.
  • Excellent written and verbal communication skills in English
